Deborah Rumsey
Executive Director

Deborah Rumsey has been the Executive Director of the Children's Health Alliance & Foundation since 2011 and has previous experience in the healthcare industry as a financial executive, consultant and auditor.  Deborah has worked with all sectors of the healthcare industry, including physician practices, clinics, air and ground ambulance providers, managed care, hospitals, and health systems.  She is experienced in financial and business management including strategic planning and analysis, budgeting, process improvement, accounting and financial reporting, cash management, and risk assessment.

Prior to joining the Children's Health Alliance, Deborah worked as the Chief Financial Officer at Life Flight Network, where she was responsible for Finance, Membership Program activities, and the Life Flight Network Foundation.  Deborah has also worked for public accounding and consulting firms, and was Director of Assurance Services at AKT, LLP.

Deborah holds a Bachelor of Arts degree in Economics and Public Policy from Stanford University.  Deborah is a licensed Certified Public Accountant, and a member of the Medical Group Management Association (MGMA), and the Healthcare Financial Management Association (HFMA).

Outside of work, Deborah enjoys spending time with her family, boating, skiing, and swimming.


Jay Rosenbloom

Jay Rosenbloom, MD, PhD
Medical Director

Jay Rosenbloom, MD, PhD is the Medical Director of the Children's Health Alliance & Foundation and leads the organization in implementing quality improvement initiatives.  Dr. Rosenbloom earned his medical degree from Oregon Health Sciences University in 1996.  He also earned a Ph.D. from Oregon Health Sciences University in the Department of Cell Biology studying molecular and cellular biology.  He completed his residency in pediatrics at the University of Arizona in 1999.  Jay has served as chair of the Children's Health Foundation's Immunization Workgroup since 2009 and initiated the Adolescent Immuniztion Initiative in 2012.  Outside the Foundation Jay chaired the workgroup that wrote, sponsored and submitted 2013 legislation to change Oregon vaccine exemption law and is active in teaching parents, families and medical providers about vaccines, working with Boost Oregon.  Jay practices medicine at Pediatric Associates of the Northwest P.C. in Tigard, Oregon.

Julie Harris
Senior Director of Population Health

Julie Harris is the Senior Director of Population Health and Quality Programs at the Children's Health Alliance & Foundation, and has been a leader at CHA/CHF since April 2009.  Julie leads the implementation of our Population Health programs and strategies including implementation of clinical HIE and PHM technologies across pediatric primary care practices.  Julie also leads clinical Quality Improvement programs including the Asthma Care Management Improvement Initiative, Pediatric Population Management Program, Pediatric Care Management Improvement Collaborative and Immunization Improvement Initiative. She has an engineering degree from Oregon State Univeristy, and an MBA.  She has over twenty years of experience in process engineering and quality improvement across the healthcare and technology industries. In her spare time, Julie enjoys competitive sports, traveling, gardening and spending time with her family.


Matt McVicar
Data Analyst

Matt McVicar began is carreer at the Children's Health Alliance & Foundation in August 2013 as a Data Analyst.  Matt guides the technical development of the Asthma Patient Registry and the Pediatric Care Management Improvement Collaborative.  Prior to coming to the CHA/CHF he worked as an Analyst in the market research industry consulting for health insurance and pharmaceutical companies, as well as healthcare systems.  He graduated from the University of Oregon with degrees in Psychology and Economics, and attained his Masters degree in Economics from James Cook University in Queensland, Australia,  In his spare time he enjoys running and hiking with his dog, traveling, and curling.


Jessica Young
CMART/Population Health Implementation Manager

Jessica Young B.S. is the Population Health Implementation Manager at Children's Health Alliance.  She has a degree in Business Administration, as well as a Pre-Medicine Post-Baccalaureate.  She has over fourteen years' experience working in the healthcare industry, including administration, quality improvement, and population health management.  Jessica is dedicated to helping practices develop high performing systems where both the business and team members can succeed.


Theresa McDougal
Operations Manager

Theresa McDougal started working at the Children's Health Alliance & Foundation in July 2009 and is currently our Operations Manager.  She holds a Bachelors Degree in Business Administration from Washington State University.  Theresa worked in the pharmaceutical industry for seven years in both Washington State and Oregon and has held positions in Administrative work before coming to CHA/CHF.  In her spare time Theresa enjoys playing tennis, traveling, and spending time with her family.


Morgan Casto
Program and Practice Support

Morgan Casto is the Program & Practice Support person for the Children's Health Alliance.  She began in June 2013 and works part-time.  Morgan completed coursework in medical billing and coding in April 2012 and in 2018 she earned an AAS in Accounting.  Prior to coming to the CHA, she was the lead medication assistant at Rose Valley ALF.  She graduated from Scappoose High School in 2003.  In her spare time she enjoys spending time with her husband and young daughter, reading, skiing, and camping.





Gail Vannaman
Contract and Population Health Specialist

Gail Vannaman is our current Contract and Population Health Specialist.  She began her role in March of 2017 and has over 25 years of managed care experience primarily in the Texas market working for hospital systems, physician organizations and health plans.  She has experience with contract negotiations, credentialing, provider relations and network development.  Prior to coming to CHA she was in a consulting role for ZoomCare, Inc and Allergy and Asthma Center of SW Washington.  Gail holds a B.A. in Psychology from Stephen F. Austin State University.  She is married and has two teenage boys.  In her free time, she likes to exercise, read, and work on home design.
